ICT Special Groups

ICT Special Groups is a reserved procurement category under the ICT Commission that grants eligible labeled startups access to ICT public procurement tenders set aside for youth-led and women-led businesses. Startups do not apply separately for Special Group status — instead, those who hold an approved ICT label and meet the Special Group requirements automatically qualify to participate in these reserved opportunities.

Who Qualifies?

Label-approved startups falling under either of these two categories are eligible to access Special Group tenders.

Youth-Led ICT Startups

ICT businesses founded and majority-owned by young Tanzanians (18–35 years) actively operating in the technology sector.

  • Founder(s) aged between 18 and 35 years
  • At least 51% ownership held by youth
  • Registered and operating in Tanzania
  • Active in ICT products or services

Women-Led ICT Startups

ICT businesses founded and majority-owned by women entrepreneurs contributing to digital innovation and economic inclusion.

  • At least 51% ownership held by women
  • Founder or CEO is a woman
  • Registered and operating in Tanzania
  • Active in ICT products or services

Create your account on the ICT Commission platform and complete your startup profile with accurate business and ownership details.

Apply for an ICT Label

Submit an application for one of the three ICT labels — Silver, Gold, or Tanzanite — based on your startup's stage and eligibility.

Get Your Label Approved

The ICT Commission reviews your application. Once approved, your startup becomes an officially recognized ICT labeled entity.

Access Reserved Tenders

If your approved startup meets Special Group requirements (youth-led or women-led), you automatically qualify to participate in ICT Special Group reserved procurement tenders.
